How to Request Inspections & Permit Rules

  • Garner now uses an online Permit & Inspection Portal (SmartGov) for permit applications, inspection scheduling, plan review comments, and paying development fees. Paper applications are no longer accepted. (garnernc.gov)
  • When requesting inspections, all inspections (except for “Live Remote” ones) must be scheduled through the portal. Phone or email scheduling is no longer the standard method. (garnernc.gov)
  • Garner does not offer same-day inspections under normal circumstances. (garnernc.gov)
  • A 24-hour notice is required for all inspections. If a site isn’t ready or fails inspection, a reinspection must be requested and a reinspection fee may apply. (garnernc.gov)

Permit Requirements & Inspection Phases

  • Garner requires a residential building permit for any structure or addition that exceeds 12 feet in any dimension or 144 square feet in total. (garnernc.gov)
  • The inspections department covers numerous systems: plumbing, electrical, HVAC, fire protection, and other building systems. (garnernc.gov)
  • To receive a Certificate of Occupancy (CO), a project must pass a series of inspections in order. The typical phases include:
     1. Temporary board & ground work
     2. Slab inspection
     3. Footing inspections
     4. Foundation inspections
     5. Trades rough-in (electrical, plumbing, HVAC)
     6. Insulation inspection
     7. Trades final inspections
     8. Fire system inspections
     9. Final building and lot inspections (garnernc.gov)
  • The approved plans must be available on site during inspections. (garnernc.gov)
